Is 400W power supply ok for Amd ryzen 5 1600 cpu?

It will depend on the overall system draw (gfx card, drives, fans), but unless you're trying to power a fair bit of kit, I'll give a qualified 'probably'. Visit a few PSU calc sites and get an impression of what your system might draw at most.

I recommend 1.5x your likely max draw as a decent overhead for efficiency and upgrade options (e.g. if the estimated top draw is around 250w, then 375w would be the minimum I would consider). Systems will run on less, but the PSU will be hotter, and probably need replacing earlier.

Solution
For just a 1600?, yeah a 400 watt PSU would be fine. Since the 1600 does not have integrated graphics, you are running a GPU and a lot of GPUs have higher energy consumption than the 1600. So you have to know what GPU you will be running.

With that being said, not all PSUs created equal. Just because you have PSU that says "400 watts" does not mean it can support a system that will push 400 watts.

In short, we need to know the model of PSU and the model of GPU to give a real answer.

That PSU(p4-400w) is dangerous generic garbage and should be replaced asap. The PSU is a very important part, its the one part that can fry all the others.
Only the ryzen 2200g and 2400g have igpus any other ryzen cpu will require you to add a gpu in order to function.

Also please stick to 1 thread don't create multiple threads to discuss the same issue.
