My budget on a graphics card is anywhere between $200-$450. I'm wondering truly HOW GOOD my Asus - Radeon RX 580 8GB DUAL Video Card is and if there's a better GPU anyone would recommend. I'm looking to run triple A games ranging from DOOM to Fallout to Forza, GTA V, Rocket League, etc.

I'll be running them at high graphics and settings and my monitors are 1920 x 1080

Isn't your RX 580 already good enough to run all those games at 60FPS on high at 1080p? Your card is roughly equivalent to a GTX 1060 depending on the game, usually the 1060 is very slightly faster. A GTX 1070 probably isn't worth the upgrade and a 1080 is right on the border of your price range. If you're only doing 1080p 60Hz then your card is perfectly fine.
