Despite not touching anything on bios or trying any kind of Overclock, i can't get optimal temperatures with this CPU. For 3 years, i have been using it at stock settings with a CoolerMaster Hyper 212 evo. Idle temp was never below 40 with hitting 80 while gaming. Since, it's an old Cpu it's becoming a bottleneck lately. So i tried to re-apply a better termal paste more cautiously ... in hope i can get some room for Overclock. But, temps are still the same.

Is something wrong with this Cpu or heatsink ? I still have the infamous intel stock cooler '' unpacked ''. Worth a try ? Hyper 212 fan squeaks slightly ...

1. Did you apply the thermal paste correctly? Too much is better than too little. To be cautious, you can spread it yourself to cover the entire CPU too. What did you use anyway? Don't use generic stuff. Something like AS5, ICD, Z9 or better should be used.

2. Did you screw the cooler tightly enough? I noticed an immediate drop when I changed coolers. If there's not much difference while using stock and Hyper 212 Evo (at least 15c), then something is wrong here.

3. Also, It's not working at stock. It's overclocked as all cores are running 3.9GHz rather than all cores running 3.5GHz with one turboing to 3.9GHz. Though it's not that high of an OC.

4. Consider changing to 240mm or better AIO water coolers especially if you're using a warm/hot room.

5. Consider having it delidded by a professional. Major boost on older CPUs especially Haswell.

6. Time to upgrade. Newer CPUs should run much cooler. Haswell is notorious for being "hot".

The first time i installed the CPU, i spread the paste with a credit card. After seeing some people telling that it's wrong ( that it would leave air bubbles behind ), i just put a drop in the middle with the size of a grain rice and directly placed the heatsink over it. So i can't really know if i applied it correctly. My room temp is between 28 - 32 °C. The paste i 've used this time is Zalman ZM-STG2.

Maybe the airflow inside the case is too hot anyways. Most heat emits from the Gpu ( Gtx 970 ) specifically from it's blackplate which is right next to cpu/heatsink and it heats up the whole case.
The airflow inside shows 47 °C ( According to SSD ).
After i tried removing one of the side-covers of the case, it cooled for like 7-8 °C. I wonder if i should just leave it open ...
 
So the grain of rice seems too little, I normally do 5 drop system like on a Dice.
If a little squeezes out the side, it's ok. You can clean it off easily, but at least you know it's covered.
Do you have the fans sucking in cold air on the cooler or blowing out? You should have cool air blowing in to the radiator.
The Cooler maybe failing, sadly my corsair died.

If keeping the side of the case off is helping, is there a reason the side can't be off?

I have Corsair Carbide 200R CC-9011023-WW Mid Tower with 2 stock fans inside the case. The one on the back, right behind the Cpu heatsink seems to blow air out, the one on the front blows inside some cool air but i guess that's totally inefficient, since after i removed the case cover, the airflow cooled for like 10 °C ( According to SSD ).
 
I also reside in a country with temperatures of 32-34 and use a big Corsair 750D case, still not enough cool air blows in with all my fans going, so I do keep the side off.
Sadly, most of these systems are designed around Western homes that are general cool or AC'd down to 23'C.

These temps are actually normal for ~30C ambient on this cooler.
Wrong. My Hyper 212 gaming temps with 4770K @ 4.2GHz were always below 70c. Let alone reach 80c at near stock config. That's just with the window open. AC would keep it below 60c.

I'm not using an AC too. The 7 fans placement support is not for the looks on your case.

so I do keep the side off.
Fans have a rating of CFM (cubic feet per minute). Buy 4 or more of 50CFM + (preferably 60CFM+) and install them on your case. 2 Exhaust + 2-3 Intake should help a lot. I recommend rear and top to be exhaust with front and side to be intake

There's also something called water coolers. They will work much better inside warmer rooms with bad airflow then metal heatsinks.

is there a reason the side can't be off?
If something gets inside (pet, insect) or you spill drink something, there's a chance you could fry your system. Curious kids are dangerous too.
