Download MSi Afterburner with RivaTuner to get an in-game overlay of stats that you can pick from a menu. Try CPU % GPU % Temps for both GPU Memory and System Memory
Getting insane stuttering in GTAV and i dont feel like the windows task manager is telling me the truth because nothing is getting overloaded.

you can get to Resource Monitor from Task Manager, bottom of Performance tab. There, you can dig into memory, cpu, disk and network and sort by bytes read and written
you can also download Latency Monitor to let you know what drivers are experiencing delays to help you decide what gets updated
GTA V has stutter (and long loading times) build in, you have to tweak a thread to make it run better.
Yes I know this is a celleron and you think this doesn't apply to your awesome CPU but it does because it's a design flaw.

I get stutters from 90 to 60 and they basically freeze my game for a split second. It never happened before. Maybe the game has gotten more difficult to run with more updates?
