Low frame rates after moving back to college apartment

After recently moving back into my college apartment my computer has been performing below-average during gaming in games like dota 2 where I would consistently get 120+ frames on ultra. I had a similar but more intense issue after replacing my 780ti with a 1070 and fixed it by readjusting the cpu fan and resetting components in their sockets. However this time I have tried this and it not working even after reapplying thermal paste to bring the cpu down from high temps.

Motherboard: Gigabyte Z77M-D3H
GPU: gtx 1070
CPU: i7 3770k
Storage: 1.25 tb of ssd and 2tb of hdd
Ram: 16gb of corsair 2x8
 
Solution
Try to run some benchmarks and see if you have any discrepancies. It sounds like one of your pieces of hardware is and has been faulty since day 1.
