The POST screen remains there permanently although I have pressed F2 many times. All USB and SATA devices have been removed. No video card. The battery has been replaced.
I have tried each of the two RAM sticks separately and tried a different keyboard, but no luck.
Does the problem lie in the motherboard or RAM?
 


Which motherboard do you have and does it have POST progress LED's? They would probably be lit informing you of where your POST failure has occurred.

Another thing to do is connect a speaker to the speaker terminals and listen for BEEP codes.
 


Single beep in my experience means it passed POST, and of course no ram will mean it fails POST.

Which port do you have the keyboard plugged into, try one of the two next to the PS2 port. If you've a PS2 keyboard try that too.

Has it ever worked? Is this after first building it? if so...you might should remove from case and bench test to sort out whether it works or not.
