So I have this pc (i5 6500 16gb ram Asus b150m plus d3 motherboard) and it has a 350-watt Seasonic power supply model ss-350et. I've been using the integrated HD 530 graphics while I saved up for a dedicated GPU but I don't know what to get. Most GPUs require like a 450-watt PSU. I was thinking like a 750 ti or a rx550 or a GT 1030 but are there any other choices? I'm planning to spend about $80-$100 on a GPU.

Your seasonic could handle the 1050 or 1050ti. Most all that dont require a 6 pin PCIe power should work on the 350w. Fact is the 1050ti only calls for a 300w so should be plenty. This is as long as you dont have a bunch of hard drives and cd drives. If you can expand the price range a bit those are your best for PSU limit.

would the gt 1030 oc edition be better than the rx 550?

Gt 1030 is a waste of money. If new is your only way then rx 550 will be a good choice for 100$. If you can afford a 1050ti (~$150) then this is gonna be perfect for your system.
If you are ok with buying used then you can get 750ti for $60 on aliexpress or your local market. And 750ti is gonna be significantly better then rx550 and of course gt 1030. But fairly lags behind a 1050.
