Ryzen 1500x Wont Overclock

Have a ryzen 5 1500x and Gigabyte A320M-HD2. In the bios I changed the clock speed to 3.7 just to see what would happen. Ive tried with and without adding voltage. In the bios and cinebench it says Im at 3.7 but in cpu-z, hardware manager and task manager. It wont go past 3.5 no matter what I do. Power is set to high performance, I installed the lasted bios, and the AMD cool and quiet is disabled. Any thoughts?

There's no OC on an A320 motherboard. You'd need a B350/X370. Even though the cpu is unlocked. Most you can do is turbo speeds, possibly locking all cores at turbo instead of the normal thermal downclock.
