MSI GTX 1060 6gb Fan spikes

A couple of weeks ago I noticed I could hear the fans of my GPU while playing ME3. I opened my hardware monitor to check on my temps.

Temps were at the 50c range but my fans were going up and down. At one point I saw the number at over 100k RPM. It doesn't stay that high for long. This got me worried so I decided to give my card a little cleaning.
The problem still persisted so I cleaned the card again, this time unscrewing the fans so I could clean the parts better. I unwound a strand of hair on one of the fans and thought that could be it but the fluctuation persisted.

The spikes only happens when a game is running. The moment I close the game, fan rpm is down to 1.5k. I did see max rpm go to 2.7k while watching a video without any game up.

I have tried using MSI Afterburner but even with the max at 55% fan speed, I was still hitting 66k.
I've also done a malware scan and fixed all it found. I have also reinstalled drivers and useDDU for a clean install.

Any idea what is causing this and how to fix it?

That is only 4 min on starting. While writing this post I kept the game up, the max RPM has hit 67k while the temp is at 50c.

The fan is quite loud now compared to before though. It gets loud only for a bit then goes back to silent. Or is that a completely different problem?
