It should be the i9-9900K; but considering the i9-9900K isn't actually available it would likely be Ryzen 7 2700X. 9th-gen streaming reviews aren't out yet from what I can tell.

Don't you think the i9-9900K will be faster *streaming* than the 7980XE when it is available? It has nearly 20% higher single-core performance.
Streaming benefits from multiple cores rather than single core performace. If you want the best for the streaming go for standalone PC just for streaming with Threadripper II 2990WX and really good ram with low latency and high speeds. Or just stick with Ryzen 2700x (it will be still better than i9-9900k in streaming), there is basically no loss in FPS when streaming with Ryzen cpu and gaming on 1 PC at the same time (either 2700x or basically any threadripper)
