So, let’s say. Money doesn’t matter, what is the single best cpu to buy right now for playing, and recording video games. And I do mean the BEST, not best price to porformance. I just need the best.

Streaming benefits from multiple cores rather than single core performace. If you want the best for the streaming go for standalone PC just for streaming with Threadripper II 2990WX and really good ram with low latency and high speeds. Or just stick with Ryzen 2700x (it will be still better than i9-9900k in streaming), there is basically no loss in FPS when streaming with Ryzen cpu and gaming on 1 PC at the same time (either 2700x or basically any threadripper)
