hello wondering if be safe to oc the i7 and would i see a big improvement in games as am getting good frames but they can dip alittle and wondering if its cpu struggling with the rtx card

rtx 2080
16gb ram

Your system is likely bottlenecking. What are you using to cool your system, and how many case fans do you have?

cpu is air cooled the temps are fine tho under heavy load cpu sits at around 60 gpu sits at 60c as well
case has 6 fans tho

Depends. Maybe 10-15, maybe 20-25 if a severe overclock.
