Stops at windows system32 drivers disk sys

Hello,
I had a power failure today and puter will not boot.

I cannot boot from disc.

I cannot boot in safe mode when boot in safe mode it loads to \windows\system32\drivers\disk.sys and loads nothing after.

End up on blue screen stating

DRIVER-IRQL-NOT-LESS-OR-EQUAL

My best guess would be a blown component. With a power failure when the power comes back on there is usually a power surge. If your computer was still connected to the AC source and in the on state and the Safe mode will not boot, then you might have blown some RAM. Recommend you have a good tech check it out.
