Access time does not vary much between different SAS hard drives, although the Cheetah 15K.6 sets a new record by matching the access time of the Savvio 15K.1, which used to be the quickest accessing hard drive at only 5.6 ms average. Other drives are close to it, though.
The bandwidth test is performed to determine the maximum throughput over the interface. This does not reflect real life performance to or from the physical medium, but is useful to determine read/write performance from and to the drive’s cache.
