Skyrim lagging on good specs?

I recently got an ASUS N76VZ, and a fortnight ago I installed Skyrim.
I was very surprised when I tested it on high settings that I got about 20-25 fps. My laptop should easily run Skyrim, and I don't quite know what the problem is. Any ideas?
Oh and my specs are as following:

Intel Core i7-3630QM 2.4GHz
Nvidia GeForce GT 650M
8GB RAM
Windows 8 64-bit

As far as the info you have given it is giving exactly the performance it should. Apart from Skyrim FPS is there any other reason you think its not performing? Its an OK laptop graphics card but way off low end desktop cards like the Radeon 7750/7770 that you need to play Skyrim on high at 1080.

You could most likely be running Skyrim on your integrated gpu. Make sure in Skyrim's launch options that your 650m is selected. If you're running any mods, disable them also. I would double check settings to ensure that Skyrim isn't defaulting to your igpu.
 
No, your laptop should not easily run Skyrim, especially not at Maximum/Very High/High detail settings!

The Nvidia GeForce GT 650M isn't really geared towards Skyrim.
Laptops are generally a year or two behind desktop parts in performance.

If you don't have an SSD then games that load data dynamically on the fly will lag at some point.

I suspect that you are confusing the GTX650M with another GTX650 model, such as a desktop video card (often twice as powerful as mobile counter parts).

The legal definition of 'run' just means to execute, it in no way implies a certain frame-rate; nor does it imply an 'acceptable' frame-rate. (Such as 15fps minimum).
 
The game will look better if you drop to medium settings rather than play out of the native resolution but you should play around with the settings and see what works best, you may even get it running on high @ 1080 with lower AA &/or some other settings lowered. Much also depends on what FPs looks smooth to you, I found I was playing Far Cry 3 at around 20FPs which felt smooth and I only ever noticed when I realised my graphics card should not be playing on Ultra @ 2560 x 1440 so I checked what I was getting. To me it does not feel any smoother on medium 60FPs to Ultra 20FPs.

Thanks for the help, I'm still trying to figure out why it isn't giving me the fps that my computer should be able to manage. Is there anything that could be restricting it or not letting it achieve it's full potential?

Oookay this is weird. I just did some tinkering in the Nvidia control panel, tested Skyrim and got amazing results.
On ultra (FXAA off) and with the High Res Texturepack, I'm running it with an fps of 30-40 now, it might be something to do with triple buffering but I don't know. I am now satisfied with Skyrim :3
