I am getting around 55 fps on High txaa2 in far cry, is this normal with my specs?
Specs:
Amd fx 8350 overclocked to 4.4 ghz
With a noctua nh-d14
Msi gtx 970 overclocked a little
16 gb ddr3 ram
Asus m5a97 r2.0
4 case fans
Samsung 250gb ssd
2 terabyte hdd
Be quiet 600w 80 silver plus
Bitfenix Shinobi

Solution
Looks that way. The only possible hope of getting 60 fps on ultra in that game is to equip your PC with an Intel motherboard and i7-4790k or Haswell-E CPU. Some people will say otherwise, but that's just my two cents.
With that CPU and using TXAA2, I'd say yeah. Try a different form of AA that isn't so taxing.

I find the problem with FC4 is not so much frame rate but hitching. I have tried lowering settings until I get WAY more than 60 FPS average and I still get hitching.

I'm on an AMD GPU though.

Dude that's weird....... I have that same setup and im getting 60 to 70 FPS with an FX 8350 but mine is overclocked to 5.0Ghz on water so its a little more overclock but check your setup in the game or get your CPU overclocked and my GTX 970 is a g1 gaming........but even so I have a rig with a FX 6300 and I can get 39 FPS with a GTX 680 with ultra witch is playable but not the best
