So i bought a new PSU and tried setting it up but realized that the new PSU was missing the PSIE pin for my GPU, so i tried setting up the old PSU again however now my computer wont power on. I have provided pictures of what my computer looks like right now and when it was working. I tried replugging everything and taking out the gpu and trying with out it.

ok, so assuming with this old PSU things don't work even without the GPU plugged into the PCIe slot on the baord then you may have not plugged everything in properly. Make sure the 28pin connector is firmly plugged in, and I mean FIRMLY since even the slightlest of unplug will result in nothing working, and also make sure the PCIe connectors for CPU are plugged in as well firmly.

As for getting the new PSU to work, you say it has no PCIe connectors for the GPU, then that means you need to remove the GPU to get it to boot since it will always try to boot with the GPU when it's plugged into the motherboard and since it has no power from the PCIe cables that don't exist it won't show any image on the monitor.

Also, with the older PSU, try flipping the power switch on it to off then pressing the power button on PC once to get it to power cycle the remaining juice, then press and hold the power button for 30 seconds to drain the system of any residual energy then flip the switch and try to turn it back on.

I have not tried anything with the new PSU but i did attempt all the steps you provided for the old ones. Did you check the pictures does everything seem right. Im pretty sure i put everything the right spot but i'm not an expert.

to be honest, your pictures are bad. they are too close up and don't show everything cleanly enough. I couldn't see if there was even a cable going into the CPU power on the motherboard

Try taking a better picture or few better pictures detailing areas of the board. Like a full pic that shows the whole thing then close ups of the four quadrants inside:

You can then upload them to any pic hosting site and put the links here

Ok so i was able to get it to power back on the "power sw" and "reset sw" cables were not plugged in. And i got the proper cables for the new PSU however now my monitor isn't getting any signal at all. https://imgur.com/a/KKujX9S

They're definitely both in. I currently have PSU cables connected to the gpu, cpu, motherboard. Am i missing some important ones that would cause the monitor to not turn on?

well not all monitors turn on by themselves. If you are simply referring to how you are getting no video output from the system then ok.
But just in case, your monitor is plugged into power and you have tried pushing the power button on it to make sure it is turned on right?

well I'm not really sure what's happening. It could be a multitude of things from a bad motherboard to maybe just some bad RAM or a bad CPU. Who knows. Also, I'm surprised no one else has come in here offering their insight. And usually there's at least one other person who in these threads who will know something.

Hmm... do you live in america or europe?
From what I understand, PSU's have this little switch on them sometimes right next to the power switch that is for switching between power modes for NA or EU power grids. so if you're in NA you should be on the 110/115 setting and if you're in EU (like England) you should be set to the 220/230 setting.

But before changing anything around, you should take a look at this article and follow the link within to check that what setting you should be on.

Im in America. There is no switch that i can see.

Re-check the 8-pin cable that goes to the motherboard. Sometimes it can be reversed and it does not work. Make sure it is positioned in the correct direction.
Does the CPU fan work? Make sure it is connected to the "fan cpu" connector and not to another fan connector.

I made sure the 8-pin cable was positioned correctly. And the cpu fan does work and is connected to "fan cpu"

It appears that i have it all connected correctly.

Is any "post state LEDs" on or blinkking?

At system panel connector there are 4pin for connecting a "system speaking"like the link below:

Is a mini-speaker connected like the link?
normally mobo perform certain beeps for warnings in the boot. this can give a clue to the problem.

I do not know the different types of beep that the mobo asus give, but surely someone will know.
