I start my PC after a long time and I wonder can I upgrade it. If yes then which things i can upgrade and is it good idea to upgrade it or not. Here is some speccy details

I would say no. Unfortunately, it's obsolete and in my opinion, beyond upgrading. A far better choice would be selling this pc and get at least some money and just build a new, modern pc.
If you gave your budget limit, we could help you sort out a nice build.
