Consistent FPS Dropping/Stuttering

Hey all.

When I play newer games (within the last three or so years), my computer seems fine at first but as I go on (a few hours into the game) I'll go from a solid 60fps only to suddenly drop to about 20fps for a few seconds before I go back up to 60 again. This process will repeat every 30-45 seconds. I'll lower the graphic settings and I'll still get the stutter. My computer meet or exceeds the requirements. This makes me believe it's a heat issue but I've turned off "Cool and Quiet" in my bios and my CPU temps don't normally exceed 70c and my GPU is around 70c under load. Idle my CPU and GPU doing 37c and 27c respectively.

However when I run the Furmark GPU test I get no stuttering and a very consistent FPS so that leaves me really confused.

Some games in questions are as follows:
Company of Heroes 2
Squad (This game "recommended" exceeds my computer but not by much, so even on low it runs poorly)
7 Days to Die
Osiris New Dawn
Rising Storm 2: Vietnam

My Computer:
OS: Windows 7
CPU: AMD Fx6300 not Oc'd and stock fan
RAM: 16GB
GPU: GTX 960 (4GB Version)
MOBO: Gigagyte 990FXA

Also I ran the a performance test for Company of Heroes 2 and the FPS ratings were:
Min: 17
Max: 48
Avg: 29
And here is the MSi Afterburner results when running the test.

Using MSi Afterburner or Speccy but I'll go ahead and download Overdrive anyway. Yeah throttling was also a thought since as you say, Furmark only uses the GPU but when applications (such as games) use the CPU and GPU I get problems. I'll post heats from Overdrive in a bit.

Running Squad on high Speccy was reading high 50's to mid 60's on temps.
