High End pc lagging on desktop, but not in games.

Here are my specs (I bought this pc maybe 3 weeks ago, but psu about a year ago.) as detailed as i can:
gtx 1080 8gb asus rog strix with 3 fans
intel i7 8700k 3.7ghz
motherboard: asus rog strix z370-h
windows 10
psu: Corsair 750W 80+ Gold TX750M
soundcard: asus strix soar 7.1 (not really important but k)
cpu cooling: giant block with 2 fans by noctua idk the name its old (planning on buying liquid cooling next month)
and only 1 more fan in the front which is 120mm if im not mistaken.
1 led Samsung 1080p monitor 60hz about 22 inches or so

mouse: razer mamba tournament edition
keyboard: razer blackwidow chroma 2016
so to the problem:
to sum it up short, my mouse lags in the desktop, youtube videos lag sometimes and sometimes not, netflix on the pc in menues lags but the actual vidoes dont but the "hud" (progress bar, full screen button, pause button) lag when in not fullscreen mode
but to games. this started about 2 weeks after I bought this pc, when I was just about to finish far cry 5 I noticed all of the above happening, yet far cry ran on 60fps maybe going to 55 if I look at too many explosions at once but not enough to actually notice, but lets say I minimize the game. everything lags, not to the point of unbearability (is that a word?) but to the point the mouse jumps about 2 centimeters instead of going smoothly and so does anything else at about the same rate (youtube videos when they lag, or just dragging a window in my desktop)
overwatch goes smoothly aswell and so does for honor.
I thought it might be my psu which I thought was the problem although I was sure it wasn't it, and by cheking in a website that calculates if its strong enough, it said that I have something that is way better then what I think, but that website is noturius for putting the minimum minimum to run stuff but I have a 750w gold as it recommended 650w bronze.
another thing that might be an issue is how full my ssd is. my windows is on it and most stuff I download go straight into it. its 488gb and it has 128gb left free meaning like 360 are taking (quick mafs) and I try to keep it like that and not full as I delete everything I dont need. and my hard disk is about 15% full meaning basically empty. thought maybe its a virus, ran Malwarebytes premium scan and quarantine and eset nod32 scans but nothing helped. it does this on both monitors so I guess its not that... but the weird thing is, on somethings it doesn't lag a bit. lets say I press the windows logo and scroll through my things with the wheel. its as smooth as a 60hz monitor can provide but if I per say scroll using the mouse and the borderthingy its as laggy as the mouse...i tried calibrating my mouse to my pad (using razer sypnase) but didnt work, which means its not the mouse as whenever my mouse is lagging one of those fixes it, also it lags on other things but moving the mouse so its probably not it... help plz

OK, first things first, relax. Chillout, have a drink, take a 5 minute break and then read on for some ideas...

First of all, lets get the basics out of the way, you have done a pretty good job troubleshooting. So lets begin ticking off the things you are a little uncertain of.

1. Your PSU is more than sufficient for your machine, it is not going to be the problem.
2. Are your device drivers up to date? I believe Nvidia is sitting at version 398.11
3. You play a lot of games and as such you may have a lot of game Clients loaded. Each one has its own In game Overlay, along with Windows and Nvidia's drivers too. Try disabling each overlay one by one (its a pain in the butt), but they can play havoc with Window Focus and some can intrude in certain circumstances in the operation of other apps.
4. Have you had a look at your device Manager to see if there is any hardware installed that your computer has detected a problem with? Click on the start button, then settings, and type Device Manager into the search box. Start that and you are looking for any device with a yellow trtiangle in its icon.
5. While you are looking at settings, type Power in to the search box and select choose a power plan. When the window appears choose the option labelled High Performance and try that.

16gb ddr4 corsair 2400mhz... these are also new... I have a memory leak which was a big problem when I had 8 gb but now it locks at about 3 which barely pushes me above 40% usage with lots of things opened so I dont think its that... I still have no idea how to fix it and I tried everything for like a year every solution out there and I literally switched motherboard, gpu, ram and cpu so unless the memory loss is in the ssd (its a ram memory loss btw) or the psu I have no clue how its still on here... it slowly climbs up to 3gb lost but resets when I restart the computer... thing is... the problem with my mouse is gone for now but it does that sometimes it gets laggy then its okay then its laggy again...

2. drivers are up to date. all of them.
3. they are always closed... I open em when I play a game and close em when I stop
4. tried checking but Idk if im in the right place.. my pc is in Hebrew you see and device manager might have a whole different name that means something completely different but I tried looking at that and I think im in the right place but no clue
5. its already on high performance

update: 4. I found it but there seems to be no yellow triangles or anything seems gud
hmm for now the general problem dissapearred for now but it does that… I wanna format my pc anyway so lez see what happens after that

On the memory loss... Have you monitored memory usage using task manager. It could point out what is using all that memory. Also an excellent virus scanner may help too. Use cc cleaner to scrub out junk/lagging files. Im sure you already have but uninstall your mouse and reinstall it.
 


its a non paged pool memory loss, meaning its not a program that uses the ram up, but just the pc being like: we dont need this anyway (nothing in the pc uses that ram, neither can I. I ran a virus scan (eset nod32 up 100% of the time and scan every week or so, Malwarebytes scan every couple of days too...) wdym uninstall and reinstall mouse? the driver? im using a full razer setup so... is that the razer sypnase?

You stated you were having a problem with your mouse disappearing I was just trying to troubleshoot a cause. try disabling your sound card and use the motherboard sound. Also use msi afterburner on your gtx 1080 and overclock it a little bit see if that helps. You may be suffering from overheating which slows down your pc. Monitor your temps with cupid hw monitor program and see what temps you are getting during use.
 


I am currently looking into buying a new aio water cooler and will happen soon but my pc definetly isn't overheating maxing out at 50c cpu and 75c gpu
ill try disabling those too but by far I actually haven't seen the problem so I think just giving it some time fixed it
