I tried to install Windows from USB.In BIOS I placed my USB device to be first in boot,but PC boot old Windows from hard drive,no screen with Press any key to boot from USB.What is a problem?Sorry for very bad English.

After you change the boot order/device in BIOS, do you save and exit? This will be necessary in order for the settings to be saved upon next bootup. Recreate your bootable USB installer for your OS. What is the OS you're trying to install on your system?
