PC build turns on half a second and then shuts off?

Today I got a new CPU, 2 motherboards and ddr4 ram. I am reusing my PSU, GPU, SSD,HD and case.

So long story short I plug everything in and when i turn on the PC the motherboard lights up and the fans starts spinning in the case,gpu fan and cpu fan for only second and then shuts off. I dont know why this is happening I have tried another motherboard because I thought something was wrong with the first one but the same thing happened to the second mobo.

Things I have tried to fix this:
-psu switch is turned on
-I tried placing the ram stick into the different slots (tried all of them)
-Making sure CPU, 24 power connector, audio, usb and all the other cables are plugged in nice a tightly
-removed the cpu fan and the cpu itself to make sure it is correctly positioned perfectly
-making sure the gpu is plugged in all the way and is connected properly
-tried testing it without the gpu
-I tried the screw driver power on trick and the same results happened when it turned on for a second and shuts off
-made sure the mobo is not touching the wires or case
-I built a test setup outside my case and the same results happened when it turned on and off for a second
-I tried turning on without the ram and nothing

So i gave up and i put back my old build and it works perfectly so i dont think it's a PSU,mobo or graphics card problem. left is the cpu or ram. Possible a dead ram stick because I only have one 8gb ddr4 stick? CPU known to never come DOA so idk. let me know what you think could be the problem. I appreciate any feedback!

I didnt get to bios it just wouldnt turn on after 1 second. I have an extra ssd for the os i was gonna install in with a usb.

i5-4690k
1060 6gb
msi z97S sli krait edition
8gb ram ddr3
