One thing that seems to work for some people is toggling VSync both in-game and through the NVIDIA Control Panel.
I've noticed that without an NVIDIA G-Sync monitor, I was having trouble using the in game VSync for GTA V - it was tanking frames but I can't recall the GPU usage. This game isn't perfectly optimized; I'm guessing you've tried other games to see if it's the same problem?
If it's not getting enough power for whatever reason, you could see your card under-performing. **Making sure the card is connected to and reseating your card on the PCIe x16 slot (the top one) can sometimes fix issues with this card, as it's powered BY the PCIe x16 slot.
Also, are you overclocking? If the card isn't performing correctly, you could try dialing back to see if it changes the performance. Depending on the manufacturer, some come with factory overclocks, too. This could help narrow down whether it's an unstable overclock or a somewhat faulty GPU. If you're overclocking, you might need to increase the voltage a bit to make the overclock more stable.
Beyond that, another possible solution is to change the Power Management Mode in NVIDIA control panel, but I'm not sure how relevant that is with the GTX 1050 Ti specifically.
