GPU not hitting 100% usage in GTA V

For some reason my GPU is not hitting 100% resulting in textures not loading in, fps drops and stutter. I don't think its a bottleneck because my CPU is an i5 7500 paired with a gtx 1050 ti. Tempatures stay in the 50C-60c.
GPU: gtx 1050 ti
CPU: i5 7500
Mobo:msi gaming b250 m3
Memory:8gb ddr4 ram
Storage: 1tb HDD at 7200 rpm
PSU: coolermaster 600 w power supply

One thing that seems to work for some people is toggling VSync both in-game and through the NVIDIA Control Panel.
I've noticed that without an NVIDIA G-Sync monitor, I was having trouble using the in game VSync for GTA V - it was tanking frames but I can't recall the GPU usage. This game isn't perfectly optimized; I'm guessing you've tried other games to see if it's the same problem?

If it's not getting enough power for whatever reason, you could see your card under-performing. **Making sure the card is connected to and reseating your card on the PCIe x16 slot (the top one) can sometimes fix issues with this card, as it's powered BY the PCIe x16 slot.

Also, are you overclocking? If the card isn't performing correctly, you could try...

You say it's not hitting 100%, but what is it hitting? Is it like 94%-99%? Have you tried it with different graphics settings and seen the same issue? You can try making sure you have the latest NVIDIA drivers installed and even try doing a "clean install" of the latest build.
Also, are you using Windows 10 Home [or maybe pro]? Because I got a 2-6 times improvement in the performance of my GTX 1080 Ti after removing the XBox gaming apps/services/"overlay" from the system with Windows Powershell remove AppxPackage.

I'm getting jumps around 30 to 70% usage with different settings. I've already tried the clean installation with no luck but I'll make sure to try disabling the Xbox services and post my results.

Also, are you overclocking? If the card isn't performing correctly, you could try dialing back to see if it changes the performance. Depending on the manufacturer, some come with factory overclocks, too. This could help narrow down whether it's an unstable overclock or a somewhat faulty GPU. If you're overclocking, you might need to increase the voltage a bit to make the overclock more stable.

Beyond that, another possible solution is to change the Power Management Mode in NVIDIA control panel, but I'm not sure how relevant that is with the GTX 1050 Ti specifically.
