Old computer trouble?

I've had this old Desk top in my storage unit for a couple of years. Recently I took it out and cleaned it up, i got it to work properly but when i turned it off it wouldn't start, I've tried multiple times. My usb ports and vga ports dont work but my cpu fan starts up and my floppy disk drive lights up.

Let's start with full system spec?

Why was the system in storage? Did it work immediately prior?

Components age, capacitors could leak etc - visually inspect the motherboard first of all, do any capacitors look swollen?

its an amd 64x 2 4200+, 1 gig of kingston value ram, GeForce 7300GS on a gigabyte board, I put it in storage as i moved and couldnt have 2 desk tops out and running and had nowhere to put it, then i forgot about it, no capaciters are leaking and i have a bunch of old family pictures on the hdd i would like to move to my other desktop but its an all-in-one so theres no place for a second hdd.

If all you want to do is recover data, an adapter would probably be the quickest/easiest route.
I'm assuming your HDDs are IDE:

As for the system itself, all I can suggest is taking it all apart and working back from the absolute basics.
