amazing pc bad fps

So i have a an asus ROG geforece gtx 1080 ti GPU
an gigabyte x399 aorus gaming 7 MB
an AMD ryzen threadripper 1900x CPU
40 gigs of ddr4 3200
a 1000+gold power supply

ive been getting a steady 30 FPS in all games. PUBG, CSGO, Siege, Arma 3, ARK, BFW, ect. My gpu is updated to 398.82. Windows is upto date as of today.

My monitor is plugged into the HDMI on my GPU to my monitor. Ive used other HMDI cables. Dont have a DP cable.
Ive tired playing in 1080x1920 and 4k no difference in my fps
any suggestions would be greatly appreciated

Are you running 32 or 64 bit windows?
You could have accidently download the wrong one
