Need help with where to start looking for a new case/cpu

I bought an EVGA GTX 1060 SC 6gb GPU and it is bottlenecked HARD by my current build. I'm on a Dell XPS 420 with a q6600 core 2 quad 2.4 GHZ, upgrade 550W PSU, and 8gb DDR2 ram.

I want to upgrade my CPU to a current model, since mine is a decade old, and I doubt I'll find one compatible with my current motherboard. I will also be willing to buy new DDR4 ram if I have to.

I can play Fallout 4 without too much trouble but my settings are on low. CPU heavy elements in newer games bring my FPS down to about 20-25. When editing photos and videos, it's horribly slow.

Any suggestions for where to start looking for a mid-size case, motherboard, and CPU for around 350? I don't need top of the line, but I would like a couple of USB 3.0 ports and enough room for other PCI cards. I just haven't had to choose a motherboard/CPU before, just picked the mid-range 2007 Intel chipset Dell offered on their website. I don't know what form factors, case brands, or CPUs to even start with.
