my cpu is capped at around 2ghz to 2.2 ghz

i installed a new CPU into my pc after previously having a 1500x now a ryzen 1700x, i had issues with the last one being capped at 3.16 and in the new one in also having issues with the ghz being capped. the GHz is capped between 2 to 2.2 GHz (roughly) and im not sure wheater thats the reason that i dont get high frames with even a good PC. it doesn't have thermal paste at the moment however it had been ordered is that the issue or is it something else that i have to do to the PC?the base ghz for this gpu should be 3.8 and overclocked i think 4.1.

specs;
ryzen 7 1700x 8 cores
2x4gb 3200hz corsair ram sticks
msi b350 arctic tomahawk motherboard
1080 8gb strix asus
corsair fans
550watt corsair power supply
950 evo samsung ssd
1tb western digital hard drive

I'm surprised you haven't fried your system-consider yourself lucky and do not operate your pc until you apply thermal compound. Thermal compound is not a recommendation it is a requirement.

if you dont have thermal paste on the CPU it is NOT good :) it will potentially burn out the cpu overtime.. or at best case just keep throttling it. so it will never get full speed because it is overheating.

I would check temps etc.. as if you don't have thermal paste on the CPU it will just be too hot.
 
What cooler are you running it with? Also, you NEED thermal paste, it's probably throttling without it. 4.1 with a custom watercooling setup, AIOs won't cut it, and even then your particular CPU might not get that high. 3.8, 3.9 ya. Set your sights on tightening RAM timings, that'll get you some decent improvements in processing power.

what is an ideal temp and would that be 'a' reason to why the ghz is low? also i know that its bad for the cpu just wasnt sure what was the reason behind the ghz being low

You shouldn't even know if there's a problem right now because you shouldn't be running this machine right now.
