Modem or ISP?

Hi all, hoping someone could guide me in the right direction to figure the root of this problem.

Background to my problem: Switched to WOW Internet from Comcast around June. Tech came out and ran a new cable from street to house, but other than that used same wiring. I’m using the Arris SVG2482AC that I bought when I had Comcast. I haven’t had any issues with my internet until we recently had a couple power outages.

First outage: Power went out and came back a few hours later. After the power came back, eventually my modem came back, phone (Ooma Telo via ethernet) was working and so was WiFi - until it wasn’t. I checked the modem, and the US/DS and Online buttons were solid. But I kept getting the “connected, no internet” on my devices or I just couldn’t find my network. So I unplugged it, let it sit for a few, and plugged it back in. Everything went solid, but I couldn’t get connected to the internet. I used an ethernet cable to my desktop, and I still had no internet. Tried unplugging a few more times, even hit the reset button, but I kept getting the same results. Eventually, I gave up and went to bed, and when I woke up, it was working fine.

Second outage: essentially the same scenario. Power goes out, comes back, internet works for 5 minutes, and then it doesn’t. Nothing I do resolves it, I go to bed, and it works in the morning.

All way fine until the past couple days, I’ve been losing my internet connection with no power outage. The internet just slows down until I can’t get anything to load. Anything device that is connected to WiFi either gets: “connected, no internet” or just simply can’t find our WiFi signal. However, the Ooma Telo is able to still work (again, connected via ethernet, could even place a call, so it’s got some type of internet connection?), but the ethernet connection doesn’t work when I connect my computer up, and eventually the Ooma disconnects too.

So I write all this to see if anyone can guide me in the right direction to figure out where the problem is originating from. I suspect it's my modem, but anyway to confirm that?
