Am I bottlenecking my i5 2500 with my SLI GTX 670's?

I have a i5 2500 paired with SLI GTX 670 2GB and I was wondering if my CPU is getting bottlenecked espically on single GTX 670 as not every game runs good in SLI that I play. Most games that I play such as NFS Payback, PUBG and Rust run perfectly fine at 1080p on medium settings with vsync which is good enough for me but I did notice that my GPU is mostly maxed out at 2GB VRAM with 99% useage while gaming, while my CPU sits around 60% and I'm unsure if this is due to bottlenecking espically that my i5 2500 is overclocked to 3.8Ghz which is the max clock on this CPU without the K version or if this is normal for CPU to sit around half useage. I also have 3x4GB HyperX Fury RAM which brings the total RAM to 12GB and I only see 10GB's at most of my RAM being used so I'm sure I have more than enough RAM.

I'm also planning to get i5 2500k since it's only costs extra £10 than a i5 2500 and I have my CPU and my GPU's all watercooled so I have plenty of headroom to hit 4Ghz, would that bottleneck my GPU even more? I was thinking about getting GTX 780Ti 3GB or GTX 970 4GB since they are around the same price and waterblocks are equally hard to find for both of them.

With a single GTX 670....I think it bottlenecks your CPU.

I think this from looking at the performance metrics....and your usages.

Although I think it will run games "OK" as you said.

I think the 780Ti, the GTX 970 and even a GTX 1060 would be good choices for that CPU.
