Nvidia 1070 not detected in BIOS fans not spinning

Today I took out a crashed hard drive. For the hard drive to be unplugged from the MOBO I had to remove my GPU. When I plugged it back in I got no signal on my monitor. I plugged my HDMI in to the MOBO and took a look in the device manager. No GPU other than the intel one in my MOBO could be found. I restarted it and went in to BIOS to see if there was an issue in the connection with the graphics card, to find that it wasn’t found by the BIOS at all. I turned it off and put my GPU in another PCI, didn’t work. I put it back in the first PCI, didn’t work. When I start the computer my GPU lights up, but the GPU fans do not spin. What do I do now? Is my GPU broken just like that?

CPU - @ 4.00GHz (8CPUs), ~4.0GHz
RAM - 16384MB
GPU - Nvidia 1070ti STRIX ROG
MOBO - Z170 PRO Gaming
PSU - Corsair HX750W PRO Series

Does your GPU use more than one power connector? I know its dumb, but it's happened to me in the past where I only plugged in one power connector, and not the other one. GPU would power on but no display. You can also try a different PCIE power connector and see if it's just the connections.
 
Also newer GTXs, fans don't start to spin until there is load on the GPU. The heatsinks are large enough to keep it cool under normal operations without fans on.

This is by design.

As for your issue. Do you have a spare PC you can test the GPU on? Have you checked PSU cables to make sure none fried out or has kinks or other issues stopping it from delivering proper power to your GPU?

As far as I can see, there is only one power outlet in the GPU, I searched it thoroughly. I was thinking that maybe it had something to do with my PSU or any other power related issue, because right now the cables going between my PSU and GPU are a shady mix of molex three way connectors and some black molex-looking cable that came with the PSU from ages ago, along with a molex to 8 pin adapter for the GPU and a molex to 6 pin adapter for the PSU. With me thinking that the error might have something to do with cables or power supply I went out to find 8 pin cables to connect the two. I ended up buying a new PSU (Corsair RM750X 750W v2). It is installed and the new, non-shady looking cables are in place. Still nothing but cool breathing light effects from the GPU. No picture, no contact, no nothing.

Clarification. The new PSU was put in today with the shiny new cables. The shady molex setup was in place yesterday when I wrote the post.
