unbearable FPS drop

So for starters, my specs:

MSI 1070 overclocked to +200/+400 that never sees over 63*
6700k overclocked to 4.6 that never sees over 67*
16GB Ram

My overclocks are stable and Far Cry 5 has consistently seen 70-80 FPS at 1440p Ultra and also sees 30-40 FPS at 4k High

But out of nowhere during a boss fight with a lot going on, my FPS dropped to as low at 10!

My CPU load is staying around 40% while it's happening and everything looks good on paper, but no amount of playing with the settings is doing anything.

I tried reverting my GPU profile to stock to no avail but could my overclock on the CPU be too much?
 
Nothing is guaranteed about overclocking, that's one of the annoying things about it. So my first step would be to set all components to their stock non overclocked speeds. Then test your game. Do you get the same fps drops at the same places/situations?

Another thing to do is monitor CPU and GPU clockspeeds while you play the game, using something like MSI Afterburner. When the fps drops like that, do you see any corresponding anomaly in clockspeeds? Don't assume your CPU and GPU are always operating at the speeds you think they are using.

I've been monitoring both CPUID and Afterburner on my monitor while gaming on my TV. Nothing out of the ordinary.
