Computer Random restarts (no BSOD)

so its been more then 3 months now and my computer would randomly restart
i changed OS from windows 10 to linux then windows 7 still same
check Graphic card in an other computer it works fine
tried another ssd (still nothing)
checked Power supply using multimeter every cable had good voltage except the blue -12v cable it showed -11.34v i dont know if that got any effects or not.
GPU and Cpu aren't overheating checked temps using " Open Hardware"
it randomly restarts even when Idle
no blue screen i also changed the startup and recovery setting so it wont restart at system failure
but that didn't do anything
Ran gpu and cpu stress tests sometimes it goes off sometime it doesn't

Specs:
CPU : Intel i5-4460
GPU: R9 380 4gb Strix Edition
PSU: Corsair VS 650
Motherboard: MSI Z97S Krait Edition
SSD: Zotac T500 250gb
RAM: Adata 8gb DDR 3 1600mhz

Please let me know if there are any test you want me to run and any help would great.

the -12V is just outside of spec, -11.4V through -12.6V. how old is the VS power supply? you know the VS is the entry model from corsair and not to be used out of warranty?
I would test the RAM with memtest86 overnight or for three passes. if you get no errors the RAM is good.
you have already cleared software.

random reboots are usually PSU, RAM, or software and in that order of likelyhood.

Hey Thanks for the reply and i ran Memtest86 passed 3 times not even a single error
PSU is 2 year old so i guess its power supply then i will try to get an other one just to check that too.
btw if i wanna change power supply which one would you prefer?

what's your budget?
if cash is tighter than a tourniquet the CX series from corsair are a good starting point. seasonic also has some really good low priced units, the m12II evo for example and they both have 5 year warranties.
if power use (efficiency) is major concern look to a gold or platinum rated unit. less wasted power and heat.
