a i7-4790K will not bottle neck a 1060... so not sure what your asking..

there is no point in going back unless there is serious $ difference.
any of i5 8400 ,, i5 8500 ,, i5 8600 will not stop 1060 from running at full speed.
if you have 2400 ram already, ryzen will be weaker than it can be. I would stay at intel 8400 or 8500 depending on price.
