Can a bad motherboard damage other components?

I tried searching online but my case is a little different from others.

I bought a "Gigabyte GA-AB350M-Gaming 3" which was on clearance at Frys through Google Express for $40.
I just got it today and I noticed a few things:
-the motherboard didn't come w/ a user's manual (not a big case as I don't need it, but it does show it's probably not new...)
-the plastic wrap of the sata cable was ripped open
-the i/o shield is missing
-there are little spots of some kind of paste on the motherboard

I would rather not have to go through the hassle of returning it if it isn't an issue, but is it an issue? Can a motherboard just go "bad"? And if it does, will it damage my other components?
