I just got a new graphics card with evga rma , I plugged it in turned the computer on and there was no power to the usb devices . and the screen did not turn on, the cpu light turns on for a second when booting but i dont think its a problem, and then the vga light turns on, i have an msi x370 gaming plus and ryzen 5 1600x so no integrated graphics obviously

You probably got the wiring on for the USB or simply forget to plug it in altogether. Look closely.
As for the black screen. Your HDMI cable is plugged in directly to your GPU - correct? Because it won't work if you plug it in the motherboard directly since there's no integrated graphics.
Don't worry about the light. It's only a problem if it stays on.
Hi my monitor only has a display port connection which is plugged into the gpu and everything was working fine till I plugged the replacement gpu in, the gpu before was causing games to freeze which id then have to restart the pc and therefore i got it replaced by evga through rma and idk what the problem is now

can be a dead rma gpu. or your power supply in your pc is weak or having issues and the new gpu showing that it weak or having issues. if you have a friend and they think the gpu wont hurt there system you can try it in there or see if a local shop can try the card in there test bed. if you can look at the new rma card make sure it made it to you fine and it not missing any of the wave on parts on the back of the gpu.
