[SOLVED] Christmas for my husband

I need help! I have a small budget (300-350 us dollars) I don't know ANYTHING about third generation i7 vs 8th generation i3. Etc. I need a computer for my husband that has a minimum of the following:

Intel® Core™ i7-4770 or
AMD FX™-8310 or better

and

NVIDIA® GeForce® GTX 960 4GB or
AMD™ Radeon™ R9 280 or better

and

8 GB RAM

and

70GB available space SSD

I am not being lazy. I'm so so confused. My husband plays an online game, barely, on the computer we have. I want to get him something nice for Christmas! Please someone point me to a computer that's is at least the above for less than $350. I'm begging. I could cry. The shops want a thousand dollars. I have children, for crying out loud, I can't spend that much. Surely there is something out there I can afford?!? I'm so grateful for any advice! Someone told me there are some i3s or something as good as the i7 above, newer generation or something.... So lost! Please, please help!!!

As far as base system, you can find a Dell OptiPlex 7020 or 9020 MT with that proc (i7 4770) in the ~$200 range.
You will also have to upgrade the power supply and pick up a graphics card. Not impossible at that budget but you will have to look around.
I would suggest the cheapest Corsair around the 450W mark and a 1050ti, used if you can find it.
