PC Green-screened, bootres.dll is corrupt

I built my PC about three years ago, and it's been running fine with no issues since (well, until yesterday). Part list is here, the only upgrade I've made was adding two more 4GB sticks of RAM (same brand and type) several months ago. I'm running Windows 10 and stay up-to-date with updates.

Yesterday, I left my computer on while I did some other tasks around the house. When I returned to my computer room, the screen was a solid green and the computer was not responding. I reset the computer, but although the PC booted (one BIOS beep, fans began running) there was no picture - my monitor simply acted as if no cable was plugged in. After power cycling a couple more times I did get a picture, but it was at 1024x768 with large vertical cyan bars across the screen (I have a spare monitor that I checked and this same glitch appeared, so the display issue is coming from the PC's end):

After Automatic Repair failed, I attempted a system restore, unfortunately this failed and "The restore point was damaged or deleted during the restore". I was able to boot into safe mode, where I adjusted the resolution (which changed the way the cyan bars appeared):

I was able to access the SrtTrail.txt log that Automatic Repair indicated; however it was saved on my C: drive, rather than the E: drive as the error screen specified (I have C and D hard drives, E is the CD-ROM bay and is usually empty). SrtTrail indicated that:

I am unsure how to proceed with troubleshooting. Is this a software problem, should I reinstall Windows or otherwise repair/replace bootres.dll? Is this a hardware issue, where the motherboard, graphics card, or other component has failed? I do not have any spare PC components that I can attempt troubleshooting with in that manner.
Hoping to receive suggestions for troubleshooting or help identifying the error before I do something drastic like reinstalling Windows or expensive like buying new components or hiring a PC repair service. If there is more data I can pull, more things to try, or more information to provide, please let me know!

if this was a driver problem then this image problem would only show up in windows and not in your systems BIOS.

the only other possibilities before determining it is a bad GPU is to try to replace your display cable and if that checks out try a different monitor. if you have a TV with the right inputs as your PC you can try connecting it to that to test

When I got home from work today (~10-11 hours since last time I powered the computer on) I booted into BIOS and found things looking normal:

Upon exiting BIOS, the computer then booted as normal with no visual glitches or errors. I then restarted the computer to verify - and the computer promptly blue-screened, with the video problems returning as well. Rebooting into BIOS maintained the errors as well.

So the problem is with the video card, then? Is this something I can attempt to solve via drivers or is the hardware itself shot?
