.exe files won't open after windows 10 upgrade

After upgrading win 7 to win 10 I can't open downloaded .exe files. I keep getting errors (The extended attributes are inconsistent.) When I try to run system file checker that errors out also. I'm not sure what I can try. This is the second time I reinstalled windows 10 hoping it would of fixed the problem but it didn't.
 
Solution
If you still have issues, let me know and we'll try to work through them. After doing the clean install, I'd recommend doing a clean install of the most recent GPU drivers immediately, especially if you have a gaming card. Don't rely on the windows supplied drivers for a discreet graphics card whether it's for gaming or some kind of workstation. If it's an integrated graphics adapter on the CPU, then the stock drivers are probably ok in most cases.
