Arm Developing Reference Chips to Attract New Customers: Report

Arm has formed a new 'solutions engineering' team to develop prototype chips for smartphones, laptops, and other consumer electronics and demonstrate what its technologies are capable of, reports Financial Times. There are concerns in the industry that Arm plans to either sell chips itself, or license such designs, competing with its licensees, but sources close to Arm have denied plans to sell or license the product and insist that it is only working on a prototype. 

Traditionally, Arm licenses its instruction set architecture, logical designs of its CPUs or GPUs, silicon-proven physical designs of its CPUs or GPUs, and various other IP blocks to its clients. But this time around the chip being developed by the solutions engineering team, led by industry veteran Kevork Kechichian, is said to be more advanced than ever before, according to FT's source in the industry. The complexity of the project makes some people in the industry think that Arm may either build its own-brand SoCs, or at least license reference designs instead of licensing IP. Arm declined to comment on the information.

"Working on intellectual property is one thing but really designing and working with production partners to turn those efforts into physical chips is a totally different arena. It is more capital intensive," a former Arm executive with knowledge of the effort told the Financial Times. "At some point in the future [Arm] will definitely need returns to justify that massive investment.

For obvious reasons, Arm needs to address a variety of strategic challenges before conducting its IPO later this year, so forming a 'solutions engineering' team might just be one of its moves toward that end.

    The blue team recently revealed that they will work with Arm to produce mobile-focused & other chips with Arm's architecture inside its factories. Intel has also been open to working with NVIDIA and AMD in producing their chips at its Fabs. Intel has predominantly been an x86 chipmaker so having chips with Arm architecture produced at its Fabs will be an interesting sight for sure.

    The idea of ARM selling chiplets, as an alternative to the raw IP, is one that makes a lot of sense to me. I just watched a talk Jim Keller gave at TSMC, where he pitched chiplets as opening the door to a new level of IP reuse. This industry shift might be what they're anticipating.

    It doesn't mean the won't sell any more IP, but rather that they'll be adding chiplets to the menu.

    Intel fabbing ARM cores isn't new (they're already embedded in Altera FPGAs, not to mention a couple of the AI processors designed by Intel subsidiaries). They even talked about doing contract manufacturing of mobile SoCs containing ARM cores, like 5 years ago. I'm not sure if that ever came to fruition - maybe fell victim to their seemingly interminable 10 nm delays.

    The new part of that announcement is that Intel is working with ARM to co-optimize their 18A node. That's the sort of 2-way collaboration that Intel previously only did with their own CPU design teams. It's clearly intended to make that node competitive with TSMC, for next-gen chips featuring those ARM cores.

    What? Intel has been doing ARM back in early 2000s with the XScale ARMv5 stuff.

    True. StrongARM was included in assets they purchased from DEC. That got developed into XScale, but they sold off that business to Marvell Technology in 2006.
