Even after this new spate of tests, we continue to recommend the ViewSonic VP191b. Few monitors currently available have as wide a range of uses. The Overdrive MVA panel is still the best 19" we've seen so far.
However, if you want an entry-level monitor, you can go for the Hyundai B90A, the other standout in this roundup. Its 8-ms TN + Film panel is older, but still capable of doing the job more than adequately.
