IBM wants to make it as easy as possible for outsiders to work with Cell.
Under a program launched on Wednesday, the company will offer design services and consulting to manufacturers of electronics products to adopt the Cell processor, a multicore chip that will appear in Toshiba TV sets and the PlayStation 3.
