You can establish and operate under a local computer policy by typing "gpedit.msc" at the command line, which opens the Group Policy window. Settings for the User Account Control function are available through this path: Computer Configuration Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options.

The Local Computer Policy object provides options for configuring the UAC function.

Configuration options in user mode.

This is where various options enable detailed control over security settings that govern when UAC should restrict or require specific permissions.
