With the Dual Core Center you can change clock and fan speeds. The design of the MSI software is also somewhat outdated looking, and the different settings are not sufficient since the free Riva Tuner offers a lot more options. The Dual Core Center is missing an option to change the shader speed. GPU and memory speed can already be changed using the Nvidia graphics driver.
The increased clock speeds are permanently anchored in the BIOS of the MSI card, and you cannot control any settings for the fan, so there is hardly any reason to install the Dual Core Center. If you want to underclock the card, take a look at the MSI tool. For serious overclocking, an option to manipulate the shader speed is missing and the game profile does not change the memory speed.
